YOUR despatch No. 9 and Board of Trade enclosure. British delegation did not press suggestion to restrict export of drugs to non- adhering countries because Max Müller had been informed by Board of Trade that such procedure would conflict with most-favoured-nation clause of commercial treaties. Please wire at once if you think this would be no obstacle, as there is still opportunity to raise point. Questions of steps regarding ratification, date of enforcement of consequential legislation, and adhesion of non-signatory Powers still under consideration. Draft you saw on these points was tentative only. Powdered or granulated opium, if not falling under definition of medicinal opium or under clause [? B], article 17, would he raw opium.
